Development Process

 

The development process is a series of steps that begins with zoning and ends with structural completion. Below are some details on each step to help better explain this process with approximate timelines and fees. 

 

Zoning

  • Establishes base land uses and site development standards
  • 60 day approval process
  • $450 + $30/acre +$5/per property owner within 300 feet
  • Planning Commission recommendation, 2 City Council hearings for approval

 

Subdivision

  • Concept Plans:
    • Shows compatibility of land uses, estimated number of residential and non-residential lots, major streets
    • 90 - 120 day approval process 
    • $1,400 +$10/lot + $5/per property owner within 300 feet + $300 pre-development meeting if required or requested 
    • Planning Commission recommendation, City Council approval
    •  

  • Preliminary Plats:
    • Details property boundaries, easements, land uses, streets, utilities, drainage
    • 90 - 180 day approval process 
    • $1,650 + $55/lot + $5/per property owner within 300 feet + $300 pre-development meeting if required or requested
    • TIA if necessary: $850 + $10/page
    • Planning Commission approval 

  • Construction Plans
    • Specifications and diagrams of the location, design, and composition of all improvements
    • 90 - 180 day approval process 
    • $250 + 3% Construction costs based off approved Opinion of Probable Costs + $300 pre-development meeting if required or requested 
    • Administrative approval

  • Final Plats
    • Detailed graphic information and text establishing property boundaries, easements, streets, utility, drainage
    • 90 - 120 day approval process 
    • $2,000 + $40/lot + $300 pre-development meeting if required or requested
    • Planning Commission approval
    •  

  • Fiscal Surety  
    • Waives requirement that construction be completed and accepted by the City for the Final Plat to be recorded
    • Applicant posts surety in the amount of 110% of the costs of the public improvements as performance bond, escrow account, or letter of credit. 
    • Allows applicant to move forward with the Final Plat prior to completing public improvements 

  • Amended Plat
    • Corrects errors or omissions on a preceding plat or relocated lot lines between one or more adjacent lots.
    • 60 - 90 approval process
    • $925 + $20/lot + $300 pre-development meeting if required or requested
    • Administrative approval  

  • Short Form Final Plat
    • Creation of 4 or fewer lots with no off-site improvements
    • 90 - 120 day approval process
    • $1,075 + $5/lot + $5/per property owner within 300 feet + $300 pre-development meeting if required or requested
    • Planning Commission approval

 

Site Plans

  • Establishes site layout, drainage, parking, landscaping, building elevations 
  • 90 - 180 day approval process (City engineers will issue comments within 45 days of each submittal)
  • $450 + $15/acre
  • TIA if necessary: $850 + $10/page
  • Requires platted lot
  • Administrative approval 

 

Building Permit

  • Permits vertical construction
  • 14 - 30 day approval process
  • Requires approved site plan and platted lot
  • Building fees based on use and size of structure
    • $0.60/square foot residential (includes trade permits)
    • $0.20/square foot multifamily (includes trade permits)
    • $0.70/square foot commercial (includes trade permits)
    • $0.35/square foot shell buildings (includes trade permits)
    • $0.35/square foot for tenant finish outs (includes trade permits)
    • $0.70/square foot for educational (includes trade permits)
    • $80/each commercial/educational inspection rate
    • $60/each residential inspection rate
  • Impact fees based on meter size and platting date
  • $750 water tap fee and $750 wastewater tap fee
  • Administrative approval
