The City of Manor Utility Billing office processes billing for water, sewer, and garbage services within our service area. We collect payments for all services and process requests for new service and disconnection of current service.

Residential Service
To create a Residential account for new service, the following is required:
  •  The first page of your settlement papers or lease agreement
  •  A completed utility application
  •  A valid government issued ID

All new residential services requires a deposit:

Residential Water/Sewer/Trash - $185

Residential Sewer/Trash only - $100 (Stonewater (zone 5 only) and Village at Manor Commons subdivisions)

Trash only - $30 ( Enclave at Lagos and Shadowglen subdivisions)

Commercial Service
To create a Commercial account for new service, the following is required:
  • A completed utility application
  • A current Tax ID number
  • A valid government ID
  • A deposit of $535 is required

Temporary Fire Hydrant Request

To create a Commercial temporary fire hydrant meter account, the following is required:

  • A current Tax ID number
  • A valid government ID

A Backflow Preventer must be installed by the contractor. At the time of Fire Hydrant installation, contractor must perform a backflow prevention test and return the completed report the questions@manortx.gov


Service Disconnect
To disconnect water service the following is required:
Utility Billing Dates
Utilities are due on the 15th of each month by 5pm.  After 5pm a 10% late fee will be applied.
Late bills are due by the 25th of each month by 5pm.  After 5pm a $50.00 penalty fee will be applied
and water service will be discontinued.
Payment Options

 You may pay you water bill in the following ways:

  •  Mail (Check or Money Order)
  •  In Person (inside or the drive-thru window) by check, cash, money order, credit card ( plus $3 credit card processing fee)  
  •  Web payments ( plus $3 credit card processing fee)
  • Automated phone payment.  or call City Hall at 512-272-5555 Ext. 2 ( plus $3 credit card processing fee)
  •  Night drop box (in front of City Hall main entrance)
  •  Auto Draft (English and Español) Utility customers are encouraged to sign up for direct debit (auto-draft) payments from your checking account, to avoid convenience fees charged by credit card companies.
