Eligibility

All benefits are available to regular full-time employees; some benefits are available to regular part-time employees. Employees who are hired in permanent full-time positions who work at least 40 hours or more are eligible for health coverage, including dental ,vision, and short term disability coverage.

The City of Manor pays 100% of the Employee- Only premiums under the health, dental, vision plans, and short term disability plans.

Health Insurance

The city offers employees medical insurance through United Healthcare, with a $750 deductible and a maximum out of pocket of $4,000.

 

Dental- Vision-STD Plans

The City offers employees these sections of insurance benefits through Renaissance Life and Health Insurance Company of America. Dental has a $0 deductible with max per calendar year at $2,000. Vision has copay of $10 with frame allowance of $150+ 20% and zero cost for contact lenses in lieu of glasses. Short term disability pay at 66.67% of the employees current annual salary when out on disability.

Life Insurance

Texas Municipal Retirement System (TMRS): Employees have life insurance equal to their annual salary City Provided

Group Term Life Insurance through Renaissance: Regular full-time employees have life insurance in the amount of $10,000 and AD&D life insurance in the amount of $10,000

Voluntary Supplemental Life and Accidental Death:  Low cost supplemental life plan available on a voluntary basis for employees and dependents

 

Flexible Spending Account

The City offers Flexible Spending Accounts (FSA), also known as an IRS Section 125 cafeteria plan, which allows employees to have payroll deductions for health insurance premiums, un-reimbursed medical expenses and child/dependent care expenses to be withheld from salary ‘pre-taxed’; which is before income tax and social security deductions are calculated.

Switching expenses to ‘pre-tax’ can result in immediate tax savings on Social Security tax and Federal Income tax. Through payroll deductions, the maximum amount an employee can authorize the City to deduct for a Medical Reimbursement Account is set by the City.

The IRS sets the limit for the Dependent/Child Care Reimbursement account. When expenses are paid for both health care and dependent/child care expenses, the employee submits receipts to be reimbursed for the tax-free dollars.

 

Employee Assistance Program

The City of Manor provides an Employee Assistance Program (EAP) through a Third Party Plan Administrator in order to provide all full-time and regular part-time employees and their immediate family members’ access to counseling to help resolve problems such as stress, emotional/mental problems, marital/family problems, financial difficulties, alcohol/drug abuse, work related difficulties, grief, and loss. Six (6) telephonic and face-to-face sessions are provided at no cost to the employee.

The City’s EAP is designed to confidentially help you deal with life’s stresses and the variety of personal problems that can develop from them. If you have any questions about the benefit program, please contact the Human Resource Department at (512) 272-5555.

 

Retirement

All employees contribute 7% of pay on a pre-tax basis to the Texas Municipal Retirement System (TMRS). For each dollar an employee contributes, the City matches the contribution at 2:1. The City also offers supplemental retirement options such 457B and 457B Roth through Nationwide Retirement Solutions.

Optional Benefits

The City offers multiple optional benefits through a Third Party Plan Administrator. The optional benefits consist of voluntary disability insurance, voluntary life insurance, accident coverage, and critical illness coverage.
